Would this feature then feed into the ”DSP” (also currently flagged as open) option to assist in the automated playback volume control?

I'd see that as two separate things; the dynamic range is more of a statistical analysis to (supposedly) indicate dynamic range, whereas the the Dynamic Volume adjustment/normalisation would indeed be DSP to adjust ReplayGain on the fly.
